Confined Space Entry and Operations

Confined space incidents kill nearly 100 workers in the United States every year. If you, as an individual or as a group are required to perform a task in a pre-defined confined space then, entry into permit-required confined spaces must comply with regulations promulgated by the Occupational Safety and Health Administration (OSHA). These regulations include developing a written program, issuing entry permits, assigning attendant(s), designating entrants, and ensuring a means of rescue.

This course assumes that your organization has recognized the serious and often deadly problem of confined space hazards and is prepared to take steps to eliminate and/or control them as is required by OSHA in its “General Duty Clause,”

“Each employer shall furnish to each of his employees employment and a place of employment which are free from recognized hazards that are causing or are likely to cause death or serious physical harm to his employees.”

- OSH Act of 1970, Section 5(a)(1).

This course is available to anyone over the age of 18 years old. There are no formal entry requirements and access will not be restricted on the grounds of prior academic attainment, age, employment, geographic location or any other grounds. There are no barriers that restrict access or progression, thereby promoting equality. It is expected, however, that learners will have a level of literacy adequate to cope with both the theory and practical assessments.

Student delegates, will be subject to both theory and practical assessment on the below listed objectives, in accordance with the MSA Course Assessment Strategy (CAS).

TO1 – Demonstrate, through acquired knowledge the employer’s responsibility for providing a safe and healthy workplace for their employees whilst operating in a “confined space,” IAW OSHA governing regulations.

EO1.1 Understand the legislative requirements set by OSHA to operate in a pre-defined confined space environment. “Confined Space” per 1910.146(b) & 1926.1202.

EO1.2 – Understand the categories of possible hazards exposed to an individual or group whilst working in a defined confined space.

EO1.3 – Demonstrate a thorough understanding, of the employers’ key considerations required, to perform a task, in a pre-determined confined permit space, IAW OSHA.

TO2 – Perform the duties of a given role within a team performing a task in a pre-determined confined space environment.

EO2.1 – Perform the duties required of the Entrant in a pre-determined confined space task. IAW 1910.146(h).

EO2.2 – Perform the duties required of the Attendant in a pre-determined confined space task. IAW 1910.146(i).

EO2.3 – Perform the duties required of the Attendant Supervisor in a pre-determined confined space task. IAW 1910.146(j).

TO 3 – Initiate a Confined Space Rescue procedure arising from an incident or hazardous condition.

EO 3.1 – Plan and prepare a confined space rescue for a given pre-determined confined space task.
